WASHINGTON (November 3, 2025) Alliance to End Hunger president Eric Mitchell released the following statement following the U.S. Department of Agriculture’s announcement of partial funding restoration for the Supplemental Nutrition Assistance Program (SNAP). The partial funding announcement followed two court orders on Friday, October 31, ordering restoration of the program – in part or in whole – this week.
“From the very beginning of this self-inflicted crisis, the United States government has failed our vulnerable friends, neighbors and families in need of food assistance. While the announcement of partial restoration of funding for SNAP is welcome, the failure to fully-fund the program will leave millions of families in a position in which they will need to decide between purchasing food or paying for other essential needs such as housing, medication, or utilities. The courts have made clear that the Administration has the authority to fully fund SNAP for the month, and there is no good reason not to.
Let’s be clear: as Secretary Rollins stated at last week’s press conference, the government has failed those in need of food assistance. While USDA has both the authority and resources available to completely fund SNAP for the month of November, those most in need of assistance will continue to be those who suffer the deepest consequences of a continuing shutdown. The Alliance to End Hunger calls on the Administration and both parties in Congress to negotiate an end to the shutdown as quickly as possible before this crisis deepens and even more innocent people suffer.”
