Alliance to End Hunger Urges USDA to Issue Full SNAP Benefits, Lift Appeal, After Thursday Ruling

WASHINGTON (November 7, 2025) The Alliance to End Hunger calls on the Trump administration to comply with Thursday’s federal court order to fully fund SNAP benefits for the month of November and for the Department of Justice to withdraw its appeal.

On Thursday, a federal judge in Rhode Island ordered USDA to pay benefits in full to the Supplemental Nutrition Assistance Program (SNAP), stating that failure to pay the benefits would lead to increased hunger and irreparable harm. The ruling follows two rulings on October 31 ordering the Administration to pay SNAP benefits in full or in part. The Administration started following the order at the minimum levels required. Over the week, a series of instructions to states to distribute partial benefits has created questions and chaos.

The partial benefits are woefully inadequate to prevent an increase in hunger, and will have a disproportionate impact on the children, older adults, veterans, low-wage workers, and families that are in need of food assistance.

“The court order could not have been clearer, and it aligns with what all of us already know. The failure to pay anything less than full benefits to those who rely on SNAP causes suffering for millions of people,” states Alliance to End Hunger president Eric Mitchell. “People and families must be allowed to meet their basic needs, and the government has both the moral and legal obligation to provide food assistance through full distribution of SNAP benefits. Release the funds, and let’s move on to figure out how government can serve – and treat – people better moving forward.”
