The toolkit assists in moving towards the 14-point framework compiled by the House Select Committee on Hunger, chaired by Rep. Tony Hall (D-OH) and endorsed by Congress in 1992, a “sense of the Congress” resolution (H.Con.Res. 302). The document provides tips, templates, and worksheets for elements of “getting started”: understanding a community’s hunger relief system, identifying key stakeholders, convening Hunger-Free community coalitions, preparing for the first meeting, and continued steps once a coalition is formed.
